Mr. Matt Dowdell - Principal
Matthew Dowdell’s goal has always been to become a principal for a progressive school district where the emphasis is placed on student success and faculty support through strong communication, critical thinking, and creative problem-solving skills. In 2018, he was named principal at West Florence after previously serving as an assistant principal. Prior to his service at West Florence, he was an assistant principal at Sumter High School (June 2016-2017). From 2012 until 2016, he was employed as a resource teacher at Dreher High School in Columbia. Among Dowdell’s other teaching experiences is teaching abroad in Chile, South America. Dowdell holds a B.A. in Psychology from Seton Hill University, Greenburg, Pennsylvania, as well as a M.Ed. in Educational Leadership from the University of South Carolina.

The Association of Parents, Teachers, and Students (APTS) is a non-profit organization designed to support and improve the school. Members of the APTS work with the school to provide scholarships, teacher appreciation events and activities, teacher grants, and student events to West Florence High School. As a member of the APTS, you can participate in meetings, events, and fundraising opportunities. Title I
West Florence Title I Information
Our Title I Funds Provide the Following Support:
- More online learning programs which help to differentiate instruction, provide additional support for students, and exam prep.
- Enhanced instructional materials and resources for student use during class time.
- Data experts to help us improve student outcomes by looking at student progress in a multitude of areas: grades, EOC scores, ACT/SAT prep information, etc.
- More tutoring options for students both during and after school hours.
- Professional development for teachers to increase instructional strategies and research-based practices that will enhance student learning and outcomes.
Title I Student and Parent Compact
West Florence High School Parent Compact
The West Florence High School - Parent Compact is an agreement between the school, parents and students that bridges a partnership between all necessary stakeholders. The School - Parent Compact was developed cohesively amongst school staff, students, and parents. As a school-community, WFHS will focus its School - Parent Compact on the academic standards to support all students and help them reach academic proficiency and a global mindset that will prepare them for future success.
Below are ways each team member will be accountable for helping to achieve this goal. School Staff/Teachers Will: ● Provide high quality, rigorous, "best practices" instruction daily.
Invite parents to work as partners in the development of educational experiences that continue to improve classroom instruction. Families/Parents Will:
- Ensure that my child attends school regularly and on time.
- Use student achievement data to guide instructional decisions and to address the diverse learning styles of students. ● Foster a positive learning environment for all students to experience success.
- Support West Florence High School and offer ideas to improve the educational process.
- Provide a safe and positive place for my child to do his or her assignments.
- Welcome teachers as partners in the education of my children.
- Participate in opportunities to learn about the school, needed services, and ways to support my child.
- Talk with my child daily about his or her school experience.

Title I Engagement Policy
West Florence High School Parent and Family Engagement Policy 2024-2025

Parents of West Florence High School are involved in formulating the Parent and Family Engagement Policy through Parent Input Forms and Title I/School Improvement Council Committee meetings. The Parent and Family Engagement Policy is discussed at Title 1 Annual meetings and Title I/School Improvement Council meetings held throughout the year. Parents and Guardians can find a Title I Input Form on the school’s newsletter in order to provide the school with any changes they would like to see to the policy. The Title I Committee, which includes parents, is involved in the planning, review, and improvement of the Parent and Family Engagement Policy. Parent Surveys are used to gather information regarding needed workshops, barriers that may hinder parents from attending workshops/meetings, most convenient time/day for workshops, and knowledge of Title I. All parents will receive school and district Parent and Family Engagement policies as a hardcopy and through the school’s SMORE Newsletter, as well as on the West Florence High School website.
The Title I Program Plan is discussed at the Title 1 Annual Meeting. Parents may ask for further discussion or they may view a copy upon request. Parents are informed of program requirements and their right to be involved. The plan is also discussed at the Title 1/School Improvement Council Meetings. All parent suggestions and comments are taken into consideration.
To encourage parent and family engagement, West Florence High School will provide parents with timely information about current programs and activities. Our school website is kept current so that parents can see what is going on at our school, and SMORE newsletters with Title I updates are sent home on a regular basis to keep parents informed and are on the school web page. SMORE reminders are sent out regarding important dates and upcoming events sponsored by either West Florence High School or Florence One Schools.
West Florence High School will give parents a description and explanation of the curriculum in use at the school, the forms of academic assessment used to measure students’ progress, and the proficiency levels students are expected to meet. This is achieved through parent-teacher conferences, the school website, and information given at parent orientation and Title I /School Improvement Council meetings. Meetings and conferences will be held at various times during the day to accommodate the work schedules of our parents.
West Florence High School will, if requested by parents, give opportunities for regular meetings to formulate suggestions and to participate, as appropriate, in decisions relating to the education of their children and respond to any suggestions as soon as possible. This can be accomplished at SIC meetings, appointments made with grade level teachers and/or administrators, or at parent-teacher conferences.
If the school-wide program plan is not satisfactory to the parents of the participating children, the comments and suggestions will be submitted to the Title I Committee. West Florence High School may use Title 1 funds to pay reasonable and necessary expenses associated with parent and family engagement activities to enable parents to participate in school-related meetings and training sessions (parent workshops).
West Florence High School provides materials and training through Title 1 Parent Meetings (workshops). The workshops are planned from requests on the Title 1 parent surveys. The workshops may include training in study skills, using technology, and other pertinent information to help parents. Parent Workshops will be held at various times during the day and year.
The West Florence High School Compact will be jointly developed with parents, school staff and students and will outline how parents, school staff, and students will share in the responsibility for improved student achievement. Parents are also involved in the planning (Title I Committee Planning Meeting), review, and improvement of the school’s Title I Program.

Parents' Right to Know
Title I, Part A
Elementary and Secondary Education Act (ESEA)
Parents’ Right to Know
Title I, also known as the Elementary and Secondary Education Act (ESEA), requires districts and schools to provide parents with relevant information and useful resources to support them as full partners in the education of their children and offering them important insight into their children’s education.
Parents at Title I funded schools must be informed about the professional qualifications of their children’s teachers and the quality of the schools their children attend. Title I recognizes that parents must share the responsibility for student achievement. Therefore, parents, you have a right to know the following:
- The requirements of Title I and how Title I funds are being used;
- Your child’s academic progress through frequent reports that are sent home, conferences and other communication with the teacher;
- The qualifications of teachers and paraprofessionals who provide instruction to your children;
- If your child has been taught for four consecutive weeks by a teacher who is not properly certified;
- The contents of the school’s and district’s Title I plans;
- The ESEA (federal) letter grade assigned to the school or any changes to the school’s academic standing;
- What is being done to improve the school’s academic standing if the school is identified as a School in Improvement Status;
- Your child’s individual assessment results and an interpretation of the results;
- You have reasonable access to school staff and opportunities to be involved at the school;
- The opportunities that are available for classroom observations;
- The procedure for submitting concerns, suggestions, complaints; and
- The procedure for submitting comments on the Title I plan.
